Audit Objective:  
To assess the effectiveness of the Terminal Handling Services (THS) used to sort and transport mail for the Postal Service in the Southern Area.

The Postal Service uses THS suppliers to load mail into FedEx air containers and deliver them to FedEx for transportation across the nation.

THS suppliers also transport incoming FedEx air containers to THS facilities and transfer mail from the containers into mail transport equipment containers for the Postal Service to pick-up and deliver to designated mail processing facilities.

The Postal Service currently has contracts with nine THS suppliers at 69 locations nationwide.

    fedex is late on daily bases which cost overtime for clerks and carriers.

    The greatest challenge to THS efficiency (other than the variability of air network issues) is adherence to the VAP by the feeder facilities. When the feeder sites let the VAP slide, the THS experiences idle time during the Build operation. The THS is then presented with multiple inbound loads later in the operation challenging their ability to complete the Build utilizing proper T-Stacking techniques, maintain bypass integrity, and meet the VAP requirements and tender cutoff to FedEx.

    In the simplest terms, these are impacts related to air network issues. These can be caused by situations such as weather (at origin or destination), aircraft mechanical failures, ULD availability and air crew hours of service limitations to name a few. The THS staffing is based upon Average Daily Volume expectations and the Air Operations Plan that establishes the scheduled arrival and departure at the air stop. Variations from the plan can and will impact the THS's ability to meet their contractual obligations without sacrificing some quality of service. Whether that is realized in late Break operations and delayed Destinating volumes to the USPS or failing to meet Bypass and VAP requirements to FedEx in the Build operation, the results can be reduced efficiency, potential service impacts, and (possibly) increased costs to the USPS in additional handling fees at the Memphis Hub or overtime at our Plants / Associate Offices.

    Once again..............money wasted on a Priority Box that is not going to show up on time. All it takes is someone sorting correctly. I'm so fed up with this situation. I do not know where to turn now. Finding where to send this kind of a complaint is hopeless. Call my local post office? Doesn't work. They can only do so much and that is to tell me they can only do so much!!!! It's the North Houston P&DC. If Priority packages that are paid for, can't be delivered when they should, then the money should be reimbursed. Do I need to get in touch with Ms. Whitcomb?

    Please see to it that post office at 41 East Ridgwood ave. Ridgewood, NJ delivers mail to correct address. I RECEIVE INCORRECT MAIL SEVERAL TIMES A MONTH FOR YEARS NOW. i COMPLAIN BUT THEY DO NOT CORRECT THEIR INCORRECT DELIVERY TO MY HOUSE.

    Thank you for looking into this. I feel like more oversight from properly trained management and a clearly defined chain of command would be helpful. The management could create a sense of urgency with the crews. As a last resort, terminate those who will not adopt the same sense of urgency for doing their job. My Post Office (Buchanan GA 30113) is wonderful, all the staff and carriers take pride in working for the USPS and it shows. Why not hire people like them for the Atlanta Distribution Center?
