This report presents the results of our audit to assess mail delivery on selected routes at the Barrington Station, Los Angeles, CA. The Barrington Station is in Los Angeles, CA in the Los Angeles District of the Pacific Area. We conducted the audit to provide U.S. Postal Service management with timely information on potential operational risks at the Barrington Station.

The Barrington Station has 87 city routes and 133 carriers. We selected the Barrington Station to review because it had 2,931 customer cases in the Enterprise Customer Care application during fiscal year (FY) 2018. Over 90 percent of the customer complaints related to mail and packages not received and delivered to the wrong address. Additionally, we reviewed other delivery metrics, such as Carriers Returning After 1800, Overtime and Penalty Overtime Performance and staffing when selecting this site.

    Well, well, well....Base cause: Mail arrived consistently late. No up to date IOP or MAP....Have you seen this before? You bet you have. On every one of your delivery audits... So what will it take for OIG to do an audit on IOP's across the nation?...It looks like again you did not interview carriers...You would have heard a mouthful. Getting out late (not their fault). Pressure to get back by dispatch (rushing is a safety issue. Rushing creates mistakes). Pressure to "sham" scans so local management doesn't get reamed by armchair generals from above. The plants could care less about the havoc created downstream as long as their numbers look good and they keep off the hot seat at district. There are no mail delivery issues. There are ungodly stupid management issues. How about you actually respond to the comments on this audit?...You get good input and it goes down a dark hole...You are part of the problem and not part of the solution.

    Undelivered packages my be due to managers telling delivery drivers to scan as delivered, when in fact it was just delayed for some reason...
