In September 2019, the Postal Service adopted a new centralized hiring process. The goals of this initiative include shortening the time for extending job offers and getting applicants on the rolls, as well as eliminating interviews for most bargaining positions. The Human Resources Shared Service Center is the central processing center for these hiring activities, in coordination with district human resources personnel. Our objective is to assess the Postal Service’s hiring practices for bargaining employees (excluding peak season hires), specifically for mail handlers, clerks, city carriers, and rural carriers.

The U.S. Postal Service’s mission is to provide the nation with trusted, safe, and secure mail services. As the Postal Service provides mail service to almost 153 million customers six days a week, mail theft is on the rise across the nation. Mail theft can occur through various methods: carrier robberies, using stolen or counterfeit universal keys—called arrow keys—to access collection boxes, and fishing or breaking into collection boxes with force. Our objective is to assess the Postal Service’s actions taken to mitigate and respond to mail theft in Queens, NY.

The Postal Service has begun modernizing aspects of its retail network as part of its Delivering for America 10-Year Plan. It is moving carrier operations out from select facilities (spoke post offices) into nearby Sorting and Delivery Centers (S&DC) (hub post offices). These moves will impact postmaster’s day-to-day workload at spoke and hub offices. As more S&DCs will be implemented nationwide, the Postal Service will need to establish, communicate, and manage new postmaster workloads and roles. Our objective is to review the changing role of the postmaster in offices impacted by the implementation of S&DCs.

In general, a supervisor is responsible for the productivity and actions of a small group of employees. First-line supervisors are an integral part of the Postal Service, and they significantly contribute to the accomplishment of Postal Service goals. Our objective is to evaluate whether corrective actions taken in response to prior recommendations in the OIG’s First Line Supervisors Recruitment and Retention audit report sufficiently addressed the issues identified and further assess initiatives related to supervisor vacancies. We will focus on customer service, distribution, maintenance, and logistics operations supervisors during Fiscal Years 2021 through 2023.
